Within a Service Request a Query Control can be used to show a list of AD Users or groups for the end user to choose from.
To limit this list to just AD users that are currently Managers (Have Direct Reports) use the User (advanced) class and set the Criteria for the “Manages User” property to Object Status Is Not Null
